Full proposal: Amendment of Condition No 8 of planning reference No.X/2000/1225/O. Specifically the condition states the following: 'No development shall take place until: - a right turn lane has been provided from Moss Road to serve the development; - the junction with Moss Road/ Carrickmannan Road/ Church Hill has been improved through the provision of a roundabout to be designed in accordance with TD16 /93 of the Design Manual for Roads and Bridges; - a pedestrian/cyclist link has been made from the development to Carrickmannan Road and a footpath provided along the site frontage of Carrickmannan Road. The above works shall be carried out in accordance with details approved by the Department'. The application wishes to link the provision of the roundabout to a certain number of residential units that act as the threshold for the requirement of the roundabout (82no.units).
