Full proposal: Proposed Discharge of Conditions 7 - 9 on Planning Application O/2012/0364/F. Condition 7 states - The applicant on completion of the agreed remediation works specified in the Generic Quantitative Risk Assessment (March 2014 and July 2014) shall provide to the Department for approval prior to the occupation of the development a verification report confirming that all works were completed in accordance with the agreed details and demonstrates the effectiveness of the remediation carried out in managing the identified risks. This should include suitable photographic and documentary evidence and as built plans showing the specific elements of the remediation scheme. Condition 8 states - If during the development works contamination and new risks are encountered which has not previously been identified works should cease and the Department shall be notified immediately. A no development area will be agreed and this new contamination shall be fully investigated in accordance with the Model Procedures for the Management of Land Contamination (CLR11). In the event of unacceptable risks being identified a remediation strategy shall be agreed with the Department in writing and subsequently implemented and verified to its satisfaction. Condition 9 states - After completing any remediation works required under Condition 8 and prior to occupation of the development a verification report needs to be submitted in writing and agreed with the Department. This report should be completed by competent persons in accordance with the Model Procedures for the Management of Land Contamination (CLR11). The verification report should present all the remediation and monitoring works undertaken and demonstrate the effectiveness of the works in managing all risks and achieving the remedial objectives.
